Global 195: ICJP issue formal notice to the Netherlands Police calling for arrest of IDF soldiers for suspected war crimes
Amsterdam/London, 31st July 2025 – Today, ICJP’s Global 195 Coalition has filed a formal notice to Dutch police regarding two members of the Israeli Defence Forces (IDF) suspected of participating in war crimes.
We have reason to believe these individuals are currently present within Dutch jurisdiction, their last known location being Amsterdam, and that domestic police must urgently investigate and arrest the individuals.
The Coalition has submitted a dossier to Dutch police with photographic and written evidence, detailing the individuals’ combat record. They are both believed to have served in the 420th and 890th battalions. The 420th Battalion, also referred to as “The Iron Tracks” is part of the 646th Brigade of the 99th (Reserve) Division.
The evidence dossier shows that following training in a military base commonly referred to by IDF soldiers as ‘mini-Gaza’, they were deployed to the West Bank, specifically Nur Shams refugee camp in Tulkarm, and near Jenin. Reporting indicates that after four months in the West Bank, the 420th Battalion were deployed to Khan Younis, Gaza.1 One of the individuals is pictured in a post from 15th February 2024, with other soldiers, holding the flag of the 890th battalion, with the caption “Out” and “End of Gaza.”
The Coalition calls on Dutch police to arrest and detain the individual, in compliance with the Netherland’s international obligations under the Rome Statute, and in accordance with article 2 of the International Crimes Act (2003) and open a formal investigation into their potential role in war crimes, including violations of the laws and customs of war and crimes against humanity. The Netherlands also ratified the Genocide Convention in 1960 and must actively prosecute and punish acts of genocide under these international law obligations.
Given that the ICC has issued arrest warrants for senior Israeli government and military figures, including Prime Minister Netanyahu and ex-Defense Minister Gallant, it follows that military personnel are likely to have participated in the acts constituting the basis of the ICC warrants and will therefore attract criminal liability for their own acts.
The notice was drafted by members of the International Centre of Justice for Palestinians’ Global 195 coalition. The complaint is based on over 130 eyewitness testimonies of war crimes perpetrated by Israel in Gaza. This material meets international criminal legal standards and the coalition notified Dutch police that they are willing to make evidence available to them for their consideration and use in legal proceedings. Dutch police responded to ICJP acknowledging its receipt of the notice.
