Global 195
On 18 March 2025, the International Centre of Justice for Palestinians (ICJP) launched a global movement in partnership with lawyers across multiple jurisdictions to hold accountable Israeli and dual-national individuals alleged to have committed war crimes and crimes against humanity in Gaza.
The Global 195 Coalition, which began with submissions in seven jurisdictions, establishes a gobal network of accountability, which will ensure that domestic and international legal mechanisms are utilised to pursue individuals suspected of war crimes, wherever they may be.
The Coalition firstly seeks to coordinate international accountability efforts at a time when the International Criminal Court (ICC) faces sustained political attacks, including sanctions and threats by Israel and its allies. The Coalition is designed to push law enforcement agencies worldwide to uphold their legal obligations by investigating alleged perpetrators present in their territory. It also seeks to broaden the scope of accountability, not only targeting political figures or decision-makers, but also individuals who have facilitated or participated in the commission of grave crimes in Gaza. From the top to the bottom of the chain of the command, those complicit in war crimes and crimes against humanity must be brought to justice.
Global 195 was announced alongside the submission of complaints by partners in seven jurisdictions. These were followed by further submissions on an ad hoc basis. The coalition continues to work with partners to grow its network and expand submissions to additional jurisdictions. Global 195 actions have taken place in countries across the world including Malaysia, Türkiye, Norway, Canada, Bosnia and Herzegovina, the United Kingdom, the Netherlands, Greece, Romania and Hungary.
The primary evidence used by the coalition has been gathered since 2023 as part of ICJP’s Justice for Gaza investigation. This evidence, meticulously collected by ICJP’s investigation team, which includes expertise from former Metropolitan Police detectives, meets the evidentiary standards required by UK and international criminal courts and tribunals.
